Ruby 1.9.3 Released!

Ruby 1.9.3-p0 has been released.  No release candidates, betas or preview releases, this is the final thing.  If you've been putting off looking at the 1.9.3 branch, now is the time because it's not going to get any more "done."  You can install it from source, or let RVM do its thing.  Just rvm install 1.9.3 and you're done.
